MOORESVILLE – Mooresville commissioners rejected a rezoning request Feb. 4 that would have allowed up to 217 single-family homes and 255 townhomes on a 123-acre site near the intersection of East Plaza Drive and Rinehardt Road.
The town’s staff and planning board had recommended approving the request for a conditional rezoning of the property, which is on the east side of Rinehardt Road, behind the Plaza Drive shopping center that includes Tractor Supply Co. and Hotshots Sports Bar and Grill. But commissioners, who voted down the request by a 6-0 vote, said they were concerned about the potential increase in traffic in an already-busy area.
The proposed project included a realignment of Rinehardt Road that would “improve ... existing unsafe traffic conditions at the current intersection of Rinehardt Road and N.C. 150 (East Plaza Drive)” and “provide both short-term and long-term improvement to traffic movement and flow in this area,” according to a staff analysis.
The zoning for the tract is a mix of R2, which allows for two detached homes per acre, and highway business. The proposed R5-C zoning would have allowed up to five homes per acre, with conditions. The portion of the property that is zoned highway business would have become corridor mixed use with conditions.
At the same meeting, commissioners delayed consideration of a rezoning request for a planned 140-unit, age-restricted multifamily development on a 13-acre property along Brawley School Road, behind the Food Lion shopping center near Stutts Road.
Commissioners also approved a $1.56 million contract for improvements to the intersection of N.C. 115 and Faith Road.
The project will include adding left-turn lanes in the northbound and southbound approaches along N.C. 115, left- and right-turns on the westbound approach on Faith Road, and a left-turn lane on the eastbound approach of Campus Drive at the intersection of Faith Road and N.C. 115.
North State Environmental Inc. will be the contractor on the project, which is expected to take about two years to complete.
